Water

Shields now has a fully operational potable water system; the system is under the control of our certified water operators.  Our irrigation system operates from mid May until mid October; this is a raw water system for yard watering and golf course irrigation.  A truck fill station is located at the pumphouse.Fire hydrants are located throughout the Village as per the engineered distribution system plan. Saskatchewan Ministry of Environment requires that at least once each year waterworks owners provide notification to consumers of the quality of water produced and supplied as well as information on the performance of the waterworks in submitting samples as required by a Minister’s Order or Permit to Operate a waterworks.

Rates and flat rate:
$300/ basic charge for water = billed $75/quarter; plus $6.00 to $6.30 per cubic meter for consumption.

2017 Water Rates

The Resort Village of Shields has been advised that the Dundurn Rural Water Utility will receive a rate increase which they will be passing on to the Resort Village of Shields.

Please be advised that effective January 1, 2017 the rate for water consumption will increase from $6.00 per cubic meter to $6.30 per cubic meter.

Water Invoice Policy

Going forward as per Bylaw #8/2016, the municipality of Shields will only supply water and other utility services to the registered owners of a property. 

All existing renters who have had the utility billing transferred into their names will continue to be billed until such time as the renter ceases to be a customer.

Amended Bylaw

The Bylaw to Regulate and Control the Use & Consumption of Water has been amended to provide for an additional charge if your curb stop needs to be shut off and it is not easily accessible.

The new charges will be:

  • request for water on/off – $10
  • request for meter removal/install if other than a seasonal installation – $25
  • if the location of the curb stop is not easily detected, a minimum $50 fee will apply + an additional $50/hour of time expended to locate same.

It is very important that your curb stop is easy to locate.  Please mark it to avoid a delay if your water needs to be shut off. There have been instances where the outside shut off was required to prevent flooding.

Email Billing

 
Many of you are receiving your utility bills by email.  After the last software update a security feature was added which caused some problems with opening the PDF.  This problem is associated with the program trying to open the file.  Try “right clicking” on the PDF icon & choose “open with” ADOBE.
 
We have now added the software to send your assessment & tax notices by email. If you wish to receive your bills by email & have not completed the attached consent, please do so now.
 
If you have completed the form, but would like to amend the email address that you have provided, please complete a new form and mark it “REVISED”.
 
Payments can be made by forwarding an email money transfer to the Resort Village by using this email address.  There is also a rural mail box at the corner and on my house for dropping off cheques.  If you are paying with cash, please ensure that you deliver it to me in person – do not put it in the mail box.

Garbage & Sewage

Septic

Holding tanks are required for all cottages and homes and all waste water must be drained into the tanks and emptied by a licensed hauler.  For hauler information, contact our Village Administrator (492-2259)

Garbage

Loraas Disposal is our contractor for weekly garbage pickup.  Other garbage disposal is provided for at the Dundurn Landfill.  Please contact the Village Administrator for details.

$20/month for permanent – seasonal – $1.25 for cart rental when not in use.

Effective June 1/17 the fee for your garbage cart will increase to $21.00/month.

Composting

The compost program, operating from a site at the north end of the village,accepts primarily leaves and grass.  Leaves are delivered in the fall and spring and grass throughout the summer.

Maintaining the program requires a certain amount of work by volunteers; therefore, we ask residents for their assistance.  When grass is delivered take a few minutes to wet and mix it with leaves. This is essential if the composting process is to occur. The entire pile can then be turned later with a tractor.

Finished compost is available to be used by all residents

Shoreline Alterations

As of January 1 – applications for Shoreline alterations are being handled via the Water Security Agency

On it they have electronic application form (similar to what MOE used), as well as a contact list of the 5 individuals who deal with permits and a map showing their areas of responsibility. I believe that John Salamon may be responsible for the area that includes Blackstrap.

However, it is still the Compliance Officers that carry out inspections and ensure compliance.

Recycle Program

A recycling program, managed by volunteers, operates through out the year in the village. Residents are asked to sort their material and deliver it to the marked containers located at the municiple building on the corner of the ball diamond.

Here are some guidelines if you are delivering items to the recycle shed:
1. Sort your material and place the items in the designated container. Do not dump bags of various cans and
bottles,
2. Remove all tops.
3. All milk cartons, plastic and cardboard, all tin cans, and all glass jars go in the Lorass bin.
4. Aluminum cans in the marked barrel
5. All other plastic beverage containers – juice, water, tetra paks go into the big white bag.
6. Wine and liquor bottles go in the crates.

We have been advised that our “paper” bin can now accept all recyclables including glass & plastics.

A list of acceptable items is can be viewed by clicking on the Recycle List 2011 below – Please ignore the reference to the “blue” container.

The attached pdf lists items that can now be placed in the green recycle bin.  Please follow the the instructions as to which products are allowed in the green bin.

We do not accept such items as paint or electronics –printers, computers,
TV’s. Take this material to a Sarcan depot in Saskatoon.
